How SMEs Can Get Onto CCS Frameworks: A Step-by-Step Guide

Crown Commercial Service (CCS) frameworks are one of the most accessible routes for UK small and medium-sized businesses to start winning public sector work. This guide walks you through exactly how to get onto a CCS framework — and how to give your application the best possible chance.

What is a CCS framework?

A CCS framework is a pre-tendered agreement that lets public sector buyers purchase goods and services from approved suppliers without running a full procurement each time. Getting a place on the framework means you are "pre-approved" to bid for — or be directly awarded — that work.

Step 1: Find the right agreement

Not every framework fits every business. Start by identifying the agreements that match what you actually deliver, then check the lots within them. Our frameworks directory lets you search live CCS, YPO, NHS SBS and ESPO agreements by sector, value and dates.

Step 2: Check the timing

Frameworks only open for new suppliers at set points. Some are Dynamic Purchasing Systems (DPS) that you can join at any time; others re-procure every two to four years. Track the opening dates early so you're ready when the window appears rather than scrambling at the deadline.

Step 3: Get your compliance house in order

Most CCS applications include a selection questionnaire covering finances, insurance, policies and past experience. Have your accounts, certifications, and case studies ready in advance — missing or out-of-date documents are the most common reason SMEs get filtered out before evaluation.

Step 4: Write to the scoring criteria

Evaluators score against published criteria, not against how impressive your company sounds. Answer every requirement explicitly, give evidence, and mirror the language of the question. This is where most marks are won and lost — and where a specialist bid writer makes the biggest difference.

Step 5: Submit early and review

Portals get busy near deadlines and technical issues are common. Aim to submit a day early, and build in time for a final compliance check against the requirements before you press submit.
